The social services of persons having moved independently to Tampere (with a residence permit) are managed in the same way as those of the residents of Tampere i.e. in the local social centre and other service units of the district of residence.
The first-phase social services of the quota refugees and returnees are organized by the Department of Social Services for the Adult of the Immigration Service, which operates as the social centre of these groups of immigrants.
The refugees remain clients of the social centre of the Immigration Service for three years, and the returnees for one year. After these periods of time, the clients of the Immigration Service move to the system of local social services based on residence districts.
