The Immigration Service operates as the social centre of the refugees and returnees. Its clients comprise the Ingrian Finnish returnees and immigrants who have obtained a residence permit

Clients with refugee background use the services of the social centre of the Immigration Service during three years and health services during six months from the first day of their registration as residents in the municipality. The persons with immigrant background are clients of the social centre of the Immigration Service also when they move to Tampere from a different place in Finland during the period of time when their home residence in Finland has not reached three years.
The returnees are clients in the social centre of the Immigration Service during one year and in the health centre during six months after their return to the country.
Retired returnees can be clients in the social centre of the Immigration Service during five years from their return to the country. An integration plan is made for each client in order to support the integration of individuals and families in Finland. Independent and self-initiated life management of immigrants is encouraged by means of guiding and counseling.
The social work of the Immigration Service follows the same professional grounds and ethics as the social work in the district areas.
