Child welfare officers are responsible for the investigation and confirmation of paternity concerning children born out of wedlock. When a child’s parents are living separately, they are in charge of agreements on the child's guardianship, living place, meeting rights, and maintenance.
Social workers make a circumstantial report, at the district court’s request, on the parents’ living conditions. Should the parents be unable to agree on: the child's guardianship, living place and/or meeting rights, an application is addressed to the court for a decision.
